ProPolis – Basics for the Operationalization of PALM-4U – Practicability and Continuation Strategy

Project description (short):

After successfully completing the first project phase, the research program Urban Climate Under Change [UC]² was funded for a second phase.

The aim of the funding measure “Urban Climate Under Change 2” is to further develop the PALM-4U model developed in the first phase into a practical model and to convert it into operational service. PALM-4U should be able to support the daily work routines in municipal urban planning and thus help to take aspects of climate change into account. This will be achieved by PALM-4U answering current and future questions regarding urban climate for a climate change-adapted housing and open space development.

The Social Research Centre - Central Scientific Institute of TU Dortmund University is implementing the ProPolis project as part of the funding measure. As part of ProPolis, the necessary basics for the operational service of the new urban climate model PALM-4U are developed and implemented as far as possible.

Municipal practice partners are located in the cities of Berlin, Chemnitz, Dresden, Essen, Hamburg, Karlsruhe, Leipzig, Munich, Remscheid, Solingen and Stuttgart.
The division of the consortium into the three modules: Module A (model development), Module B (model validation) and Module C (practicability and continuation strategy) from the first funding phase was retained.
The two joint projects KliMoPrax (carried out by sfs, among others) and UseUClim from the first phase have merged for phase two. ProPolis can thus be seen as a continuation of the KliMoPrax and UseUClim projects.

Project description (long):

The aim of the funding measure “Urban Climate Under Change 2” is to further develop the PALM-4U model developed in the first phase into a practical model and to convert it into operational service. PALM-4U should be able to support the daily work routines in municipal urban planning and thus help to take aspects of climate change into account. This will be achieved by PALM-4U answering current and future questions regarding urban climate for a climate change-adapted housing and open space development.

The research program is funded by the Federal Ministry of Education and Research (BMBF) for a period of 36 months. The extensive project consists of three joint projects with partners from universities and research institutions as well as small and medium-sized companies and works with various municipalities from across the Federal Republic. These include municipal practice partners from the cities of Berlin, Chemnitz, Dresden, Essen, Hamburg,  Karlsruhe, Leipzig, Munich, Remscheid, Solingen and Stuttgart.

ProPolis_Partner

As part of ProPolis (one of the three joint projects of the research program), the practicality of the model is tested together with actors from the participating municipalities and a continuation strategy as well as a Community of Practice are developed. The target group consists of planning, controlling and acting actors. With the help of the new urban climate model, the actors are empowered to make statements about possible effects of structural or climatic changes on urban spaces and situations for municipal, private or commercial planning and decision-making processes.

The project is divided into seven work packages and includes a cross-module workshop concept.

TU Dortmund University is responsible for the creation of a Community of Practice and for Knowledge Transfer. The Community of Practice forms a central basis for the continuation strategy of the model application and accompanies the technical development. To this end, a stakeholder structure is being set up, which is continuously developed and evaluated together with practice partners. Besides, TU Dortmund University coordinates the Knowledge Transfer and Model Dissemination. In addition, User Stories summarize complex application contexts and enable greater impact and awareness among users. Dissemination activities for PALM-4U into user practice as well as networking activities in national and international projects and networks are carried out.

Another important role is played by the TU Dortmund University in designing a dialogue process between science and practical application. Ultimately, the practicality of PALM-4U is evaluated and further recommendations are formulated. The central event format are so-called experiment rooms (ExLabs). A distinction is made between ExLab 1-20, which are carried out individually on-site for each municipal practice partners, and ExLab A-H, in which a thematic focus is put on specific subjects. ExLab A-H are centrally conducted for all municipal practice partners. The implementation of ExLabs with the involvement of the municipal practice partners is essential for a practical trial of PALM-4U. While the on-site ExLabs 1-20 serve in particular to gather experience with practical suitability and to deepen the model application in the planning practice of the municipal practice partners, a large part of the thematic ExLabs A-H, especially in the later course of the project, is used to obtain live feedback for future fields of application and users of PALM-4U.
